Saudi Arabia moved a 100-megawatt AI hub into construction.

Construction is underway on 100 megawatts of AI-ready data-center capacity at Oxagon, NEOM's industrial city on Saudi Arabia's Red Sea coast. HUMAIN and DataVolt say the build is part of a 360 MW first phase within a planned 1.5 GW campus, with the initial capacity expected in 2028.

HUMAIN, the Saudi Public Investment Fund's full-stack AI company, and DataVolt have expanded their partnership from a development plan into a 100 MW construction program. The facility is designed for high-density accelerated computing and is expected to combine high-performance clusters with renewable power and advanced cooling.

The distinction from another data-center announcement is that work has begun and the first operating target is defined. The 100 MW build represents less than one-third of the 360 MW first phase and a small portion of the eventual 1.5 GW ambition, however, so the project still carries execution, power-supply and customer-demand risk before capacity becomes usable in 2028.

What changed

The Oxagon campus and its $5 billion, 1.5 GW ambition were announced in 2025. What changed since the previous edition is execution: HUMAIN has joined DataVolt on a defined 100 MW block, construction is underway and the partners have set 2028 as the availability target.

Why it matters

AI capacity is becoming an industrial infrastructure decision rather than merely a cloud purchase. A 100 MW accelerated-computing facility requires coordinated power, cooling, networks and construction at utility scale, and its location inside Oxagon links digital infrastructure to Saudi Arabia's wider industrial diversification strategy. If the first phase operates as planned, it could give manufacturers, logistics operators and regional AI developers lower-latency access to substantial compute while establishing the Red Sea as a new data-center corridor. The long lead time and incomplete customer disclosure still make this an infrastructure commitment, not evidence of realized AI output.

Watch for named compute customers, equipment orders, contracted renewable power, construction milestones and a firm commissioning schedule. The clearest validation will be energized megawatts serving identifiable workloads in 2028 rather than further expansion targets.
